{"id":95146,"date":"2025-12-02T13:46:56","date_gmt":"2025-12-02T12:46:56","guid":{"rendered":"https:\/\/hospitals.be\/?p=95146"},"modified":"2025-12-17T16:27:19","modified_gmt":"2025-12-17T15:27:19","slug":"une-comparaison-des-systemes-de-sante-europeens","status":"publish","type":"post","link":"https:\/\/hospitals.be\/nl\/une-comparaison-des-systemes-de-sante-europeens\/","title":{"rendered":"Een vergelijking tussen Europese zorgsystemen"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>Michelle Cooreman<br><\/strong>Journalist medische sector<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading\">Twee Roemeense onderzoekers\nvan de Universiteit van Iasi publiceerden een analyse van de doeltreffendheid van de zorgsystemen\nin 31 Europese landen, meer\nbepaald over de COVID-19-aanpak\nvan januari 2020 tot januari 2021.<br><\/h3>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Als methode gebruikten Dan Lupu en Ramona Tiganasu de Data Envelopment Analysis (DEA) waarmee doeltreffendheidsscores voor het zorgsysteem kunnen worden berekend. Ze deelden de onderzoeksperiode op in drie delen: de eerste golf (1<sup>er<\/sup>\u00a0januari tot 15 juni), een tussenperiode (15 juni tot 1 oktober) en de tweede golf (1<sup>er<\/sup>\u00a0octobre), et enfin la deuxi\u00e8me vague (du 1<sup>er<\/sup>\u00a0oktober tot 31 december). Determinerend voor de scores waren 15 indicatoren rond de gezondheidszorg, de gezondheidsstatus, gegevens uit de bevolking en de economie, culturele en sociale indicatoren en overheidsmaatregelen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">West versus oost<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">De doeltreffendheid van het zorgsysteem kunnen we meten door inputs (COVID-19-infecties, aantal artsen, verpleegkundigen en ziekenhuisbedden, en gezondheidsuitgaven) te vergelijken met outputs (COVID19-overlijdens). In de eerste fase van de pandemie was de ondoeltreffendheid van de zorgsystemen vrij hoog, vooral in de Westerse landen (Itali\u00eb, Belgi\u00eb, Spanje, UK).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In de tussenfase en de tweede golf hebben deze landen meer aangepaste maatregelen genomen om hun zorgsysteem effici\u00ebnter te maken. Oost-Europese landen daarentegen werd hard getroffen door de ineffici\u00ebntie van hun zorgsystemen (Bulgarije, Griekenland, Hongarije, Roemeni\u00eb).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Algemeen weten we ook dat het aantal COVID-19-infecties en het aantal overlijdens groter was in de tweede golf, enerzijds door de grotere besmettelijkheid van het virus maar ook door het opheffen en\/of minder opvolgen van de afstandsmaatregelen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Drie categorie\u00ebn<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Op basis van de DEA-resultaten konden de Europese landen in drie categorie\u00ebn van doeltreffendheid worden ingedeeld: hoge (score 0,75-1), gemiddelde (0,50-0,75) en lage (&nbsp;<code>&lt;<\/code>&nbsp;&lt;0,50) doeltreffendheid. Alleen Noorwegen had een zeer hoge doeltreffendeid (score = 1).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De grootste groep landen behaalt een hoge doeltreffendheidsscore: Oostenrijk, Kroati\u00eb, Cyprus, Tsjechi\u00eb, Denemarken, Estland, Finland, Ijsland, Ierland, Letland, Luxemburg, Malta, Portugal, Slowakije, Sloveni\u00eb en Zwitserland. Belgi\u00eb zit bij de landen met een gemiddelde doeltreffendheidsscore, samen met Bulgarije, Frankrijk, Duitsland, Griekenland, Hongarije, Nederland, Polen, Spanje, Zweden en UK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alleen Itali\u00eb en Roemeni\u00eb zitten in de laagste categorie; in deze landen kon een kwetsbaarheid worden aangetoond in het gebruik van de middelen versus de noden in het eerste jaar van de pandemie.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Bepalende factoren<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Een Tobit regressie-analyse toont de factoren die de grootste invloed hebben op de doeltreffendheid in de verschillende fasen. In de eerste fase van de pandemie waren dat vooral comorbiditeiten, leeftijd en bevolkingsdichtheid. In de tussenperiode werd vooral gewezen naar effectiviteit van de overheidsmaatregelen en afstandsregels. In de tweede golf waren educatie en bevolkingsdichtheid doorslaggevende factoren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Het is dus duidelijk dat niet alleen factoren die verband houden met gezondheid, de doeltreffendheid van het zorgsysteem bepalen maar dat ook economische, sociale en overheidsalertheid meespelen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lupu, D., Tiganasu, R.
